Question When New filters are available do we need to download manually and somehow add them to the library?

Need to? You don't need to do anything if newly-submitted filters look unattractive. If you do like a filter and want to render it, just open its web page and click "Open this filter in Filter Forge".

When the file is downloaded does it add it to the library folder? |

The filter file goes to the Library folder and its metadata added to Librarystructure.xml.

You didn't say anything about Librarian. Librarian database is not meant to be updated. Please check this page:

It's a backup! It's not meant to be updated. You just need to put is aside in a safe place in case your computer crashes.
