That is all well and good if that actually worked. For me it just starts to download it then timesout after 5 minutes. Over and over, and over. Sigh!

Sorry, you are right, you were asking why the website was not available, And I thought that you wanted to go to that page for upgrading and that you could not upgrade until this page was available. My error in thinking wrongly.

You are right IT SHOULD contain info about the update but regretably it does not as you can see here.

Unless you are refering to how to install the update which in this case would be yes as it is available.
