I checked off that I wanted to import from 2.011 during the install.
A number of filters did come across, but the great majority of them are gone.
How do I get them back?
(And an answer of "find and download them each and every one of them again" would be an absolutely horrible answer...)

You need to copy all the files and folders from
%APPDATA%\Filter Forge 2\System\ to
%APPDATA%\Filter Forge 3\System\
(on Windows XP, the default path is C:\Documents and Settings\YourUserName\Application Data\Filter Forge\System)

I tried this and it didn't work.
Or, more specifically, I ended up with the same set of missing filters.
If I launch V2 and examine, say, my Photo category, I find 16 entries.
Having copied the System folder across as you recommended, I find 9 entries.
But wait. It gets worse. Only 5 of those 9 entries are found in my V2 list. It's added 4 of its own while tossing 11 of mine.
So two questions:
(1) How do I actually fix this and
(2) What the point of having an "Import from V2" checkbox when it's ignored or doesn't work?

I don't understand your point.
If you have 16 files in c:\Documents and Settings\yourusername\Application Data\Filter Forge 2\System\Library\ and copy them into
c:\Documents and Settings\yourusername\Application Data\Filter Forge 3\System\Library\ you cannot have less than 16 filters in FF3.
Please make sure you're copying correct files to correct folders.

Maybe you want to re-read my two posts, and do so a little more carefully this time.
Nowhere did I say that I had 16 filters in FF3. The post is pretty specific about it being the Photo category.
Do you need screenshots? I would hope this is not too complicated to understand. I can be more explicit if you're having trouble comprehending.
I'm hoping, though, that you're up to this and that simply reading more carefully will clarify things for you.
But just to be safe, let me walk you through things more slowly.
(1) I update from FF2 to FF3. I check off the "I want to update from v2.011" checkbox when I do.
(2) I launch FF3 and most filters are not there.
(3) I post, you respond
(4) I copy the library directory as directed
(5) I launch FF3 and they're still not there
(6) I launch FF2 and count the number of filters appearing in the Photos category. There are 16.
(7) I compare that list of 16 to the list of filters appearing in the Photos category when I launch FF3. In FF3 there are only 9 entries, 4 of which are not in my FF2 list.
It's Windows 7, so it's AppData\Roaming but otherwise, I found the directories as specified.

Please delete %APPDATA%\Filter Forge 3\System\library.xml and
%APPDATA%\Filter Forge 3\System\LibraryStructure.xml and run Filter Forge. It may take some time to reorganize the structure.

One step forward and two steps back, it seems.
I have done as you suggested and deleted Library.xml and LibraryStructure.xml
The filters are back.
However, all semblence of organization is gone. Every single filter is now appearing under "My Filters". The presets are all editable, and the only other nav option besides "My Filters" is Search.
Is that what you expected?
I'd really like to get this sorted out and would appreciate some steps to actually rectify the entire situation.
Your "solution" really isn't an acceptable one.

Please download any filter from the online library — this should update the library structure.

OK; that finally did it, thanks.
But you might want to check that whole "I want to update from v2.011" thing.
It's pretty clear that it's not doing what you think it's doing.
