unable to see filter forge -- z-order problem?

I installed Filter Forge and verified that it runs standalone. When I start it in Photoshop CS3, I get a window that says "Filter Forge is running - click here to switch." When I click there, I get a little screen flash but I don't see Filter Forge.

I can see it as a running program in the task bar. I tried right clicking and discovered that if I maximize Filter Forge it comes to the front and I can see it. If I normalize its window though, it disappears (presumably hiding behind the CS3 window.

I'm running 32 bit Vista Home Premium.

Any thoughts about the problem?
