This is confusing and time-wasting at best, but also there's an inherent inaccuracy in the results as I'll show below with comparing example images. Both images are from the same filter, one with tiling checked.
The filter is in your upload area right now, is called Small Prints.

This is a known problem of the Kaleidoscope / Perlin Noise combo. Unfortunately it requires too much work to be fixed quickly. We even considered removing Kaleidoscope from the component list completely, but decided to let it be -- just for fun, "not for profit".

All I can advise at the moment is to avoid using Kaleidoscope with Perlin Noise as a source.

Or...

Could the preset also by default be displayed as a tile if an image node is not used?

Not sure what do you mean. You mean "Seamless Tiling" turned on?

Yes. The Seamless Tiling option isn't as easy to use as could be, and combined with this issue, could be a win-win solution. At this point, when I want to make a tile from one of several default settings, I need to go to the Presets page and choose it, then over to the Settings page to check the Tiling box. All the while, the image keeps trying to render, so a lot of wasted processor time if something's going on in the background.

I think no, because not everyone wants seamless textures.

Yes. I understand. But for those who do, they are likely to want a lot of them. Hundreds, even.
