v13BETA (and v12) bug importing mp4

BUG for importing standard size animations of 1920x1080 (mp4), the frames are slightly 'compressed' leaving a transparent or colored band at the bottom of each frame.

I lost many hours to isolate the problem and discovered this:
simple MPEG4 videos are compatible,
modern MPEG4 videos with H264 or H265 are incompatible.

My FIX: by converting the original video source to mp4 H265 and WITHOUT HARDWARE RENDERING from graphics cards, the new video is compatible (tested with 3 different graphic cards). all my videos rendered with hardware support or coming directly from modern devices are incompatible with FF.

I made a couple of quick videos with the smartphone but the issue is present with videos from any type of camera (smartphone, drone or sport camera). I also added the fixed version of the video compatible with FF.
