When "flat" is enabled in the Chaffs noise component, flattening of high and low areas start to occur. This happens even when contrast is zero, so its not possible to reduce the contrast any further. From what I can tell from the help description and functionality of the other worley noises, this is not how the "Flat" feature should work.

The below sample picture shows the problem (details = 0, scale = 260, top without flat, bottom with flat enabled).

Definitely a bug -- the dynamic range normalization is a little too tight. I'm assigning this to the programmers.
