In the Submit wizard help page is not explained, so I wonder how the submit works as lately it seems to be happening sometimes to some users that you can´t submit a filter as when you are ready to submit it tells you the following message

Why in point 16 in the list below I get the error message shown here above and can´t then finish the submit process?
How is possible that it has been able to connect with the submit wizard twice in points 6 and 9 and it worked right but then when going to submit it, it does not work?
What is different than connecting to get the needed data information for the submit wizard and then after sending the filter to the submit queue?
I have been trying to submit two different filter updates since saturday 28 December, 6 days ago, as today is 2 January, and I have tried many times and it does not work
Possible reasons for this error message:
1 - Internet Connection problems (NO internet at all)
2 - Internet working but having problems to connect to the server
3 - Firewall in security software could be blocking the access of submit wizard to server
4 - Submitting Server is down or non working
WHAT HAPPENS WHEN TRYING TO SUBMIT A FILTER?
1 - I open Filter Forge 3.0.15 (latest update)
2 - Choose the filter to be submitted
3 - Go to menu Filter --> Submit to Library...
4 - Click next and accept license agreement
5 - Log in with your account
6 - Submit wizard connects to the submit wizard server
7 - Asks if it is a new filter or an update
8 - If it is an update it will ask to choose which filter to be updated
9 - Connects again to the submit server to show the categories structure
10 - Choose the category you want for that filter
11 - Review the text written in the About and update tab and can edit it if needed
12 - Renders the 9 thumbnails needed for the filter
13 - Rendering complete, "
To continue the submit process, click next"
14 - Ready to submit, "To complete the submit process, click next"
15 - Connects to the submit server to "Add the filter to the submit queue
16 - If submitted succesfully it ends here, but if not, you can get an error message, for example:
"
Submission failed. Connection error. Reason:'submit_filter()failed.' Please try again later."
