I want to make seamless tiles as small a file size as possible without losing image quality. When I try to make the image I am going to be saving smaller the pattern gets smaller too. Is there a way to make a 1X1 or even 2X2 inch image instead of 4X4 the SAME size as the preview pattern? Another words having it cropped smaller but still tiling to the same size as the preview window?

If I understand you correctly, you want to to have the same result you get in the preview, only smaller. The default preview is 600x600 pixels.
Simply go to File > New Image in FF and make the new file 300x300 pixels or whatever size you want.
As a side note, it's impossible to have the same amount of detail in a small image, as in a big image, since each pixel can only be one color. If you have more pixels, you can have more details.
