the eula says you can alter away to your heart's content, however, a few filters have been rejected over the years for being clones or very near clones. it's always a little tricky. some authors, though they supposedly read the author's eula and end user's eula, still seem to think that they can dictate if others open up their filters and make mods or not. they are wrong. you can make all the alterations you want for your own use and in some cases, if the revisions are significant enough, you can submit them to the library and they wont be rejected. but, that's up to FF, inc. as to what is significant enough.
another option, if it's really a small alteration, is to simply post it here in the forums, providing of course it's under 250k in size. you could also email it to folks that were interested.
the bottom line is that if someone submitted it to the library then you can alter it LEGALLY. whether or not FF, inc. will accept your remake or not is up to them. and whether or not someone complains about it or not is never a sure thing. it is courteous to give credit, like you mentioned, so good on that.
this has been a bit of a controversy almost since the first mod was made. generally, if you're open about it, it's a signifant enough change, and you give credit, nobody is going to complain, whether it's legal or not.
If wishes were horses... there'd be a whole lot of horse crap to clean up!
