I've seen some filters which used offset and some gradients to create repeating versions of an element. But Offset does not work that way anymore.

Whats the best way to take a filter element and get it to repeat across a grid?

Just use the old offset. Sometimes you have to in order to preserve seamlessness.

Another thing you can do if you're making a gradient is to add a repeat curve function to it, and just set it to 1 repeats. That keeps it 'repeating' in the same ratio as your image. (hope that makes sense)
