Personal TOS

Ok, I have not been too active here for a while, but I have just seen something that is striking me as odd.
There appears to be filters in the library with people attaching their own personal Terms of Service to, with restrictions beyond what FF is listing as usage restrictions.
Thankfully these are not filters I would have any use for anyway, but such a thing seems kind of wrong to me, as when we submit files here we are agreeing with the TOS offered by FF.
You either agree to the terms and submit the files, or you dont agree and dont submit. That is pretty simple and keeps the library simple as well.
I have a number of files which I have submitted simply because i enjoy sharing. But there are also an equal number that I keep for my own use.

Whats the official word on such things?
To me it seems like a bad idea to allow this.

I hoped that would be true.
Maybe FF staff should review the notes attached to filters to get those comments out of there, or it may end up confusing the customers here.
