Bug in the sales form?

Hi I decided to look at the new festive discount and i think Ive found a bug in the pricing.

Its charging 19% for sales tax. Even with GPB set as currency and UK set are country. Vats only 17% in the uk.
The sales form is over charging.

Anyone else noticed?

All customers in the European Union are charged the VAT rate of 19% applicable in Germany, because the registered office of Digital River GmbH (the company which processes our orders and payments) is in Germany.

It's not we who sets the amount of tax and I'm not sure about the technical means Digital River possesses to charge you a different amount of tax using the same order form.
