Is there a link to the documentation for VBR?
Would it allow me to change the file type of image files, like from .bmp to .jpg for all images in the batch?
Would it allow me to change the image size for all images in the batch?

VBR can do everything that FF can do with image files – no videos and no projects.

Yes, since FF is able to do that for a single file.

No, since FF is unable to do that. There are numerous free third-party tools for this task.
