I have found this photo that is done originally with "fractal fotography" real glass filters attached to the camera

The original glass filter that is used seems to be a Prism filter
I have found in the forum 2 Prism filters but it seems that they do not get this same effect shown here above, maybe I can try to modify them to be able to get the same, but was wondering if you already know a filter that can do this Prism Effect By inujima

I have found another filter using "trail" instead of prism in the search and found this other filter that is useful if removed the rainbow tint because is good that it takes the original source colors of the image
I See Rainbows By Poly77 
So after testing it without the rainbow tint I got a fast test with this shown below The result must have further refining and more work so not all the trails are at the same size height  |

The Trails colors and effect is much better in the first example image of the first post than on the one I have done here, but all is now start testing and experiment on how this filter can be modified to get a better result, know that it seems to get a similar result
