Let's suppose you have two versions of Filter Forge installed in your computer, eg Filter Forge 10 and Filter Forge 11.
You find in the website Library a filter made with Filter Forge 10 (or lower), and you want to have it in both versions.

If you simply try to download it, without opening Filter Forge first, your browser will open the version of Filter Forge that in your browser is associated with .ffxml files.

Then, how to have the same filter in both versions?

The solution is very simple.
As first step open one of the two versions of Filter Forge, eg Filter Forge 10.
Now click on the button "Open in Filter Forge", in the website.
Because one version of Filter Forge is already open, that version will automatically download the filter.
Then, close Filter Forge 10 and open Filter Forge 11.
Click again on the button "Open in Filter Forge", in the website.
This time Filter Forge 10 will not open, because Filter Forge 11 is already open, and the filter will be downloaded by Filter Forge 11.

I confirm the recommended workflow is to open Filter Forge first, then to click the "Open in Filter Forge" button. Doesn't matter if you have one or multiple FF versions.
