Does Filter forge counts as generative art and node based scripting?

Obviously it's not generative if I load a picture and apply an effect on it. But let's say I make something with a noise and create art that way from scratch - Does that count as generative art?
I've also seen on a website someone referred to Filter forge filters as "node based scripting". How accurate is that? Can we call our filters scripts and codes?
