I looked all over Filter Forge and i can't seem to find the filter that creates this dissolved effect.

I searched filters for "Erosion" And saw this filter by Skybase, called Countries 2 - Photo Edition http://www.filterforge.com/filters/7751.html

It is has some similar attributes and might be a good starting point.
