Problem Solved. Ultraforge was looking at the Integrated Intel GPU drivers instead of the NVidia drivers for Vulkan compatibility. After going through a bunch of hoops, finally discovered that the problem was not coming from the Ultraforge end, the NVidia end, or the Windows end. It was MSI controlling the GPU switching. MSI had set the default for GPU control to MSHybrid Graphics mode. Going through the MSI Center Application one can change this to Discrete Graphics Mode, forcing the use of the NVidia GPU. After a reboot.. Ultraforge loaded with no problems.

Ensure your system prioritizes your Nvidia RTX 4080 for Vulkan. Use MSI Center to switch from Hybrid to Discrete Graphics Mode, resolving Ultraforge's Vulkan compatibility issue..
