Will the Vulkan back end be able to take full advantage of the 4090 RTX, or is it going to gimp the card in favor of more universal support?

It absolutely should take full advantage of the card. I don't see any reason to gimp anything to the lowest common denominator. Also, the SD nodes should be really fast on that thing.
