When I try to download a filter into filter forge 4 it gives me this error: "Initial data download failed. Reason: 'get_categories_list()failed.'."

hello, and welcome to the forum, this is a known issue, and until now the best solution and fix I found is to wait some time and will be fixed itself, it can be half an hour, 2 hours, 6 hours or whatever.
