Apart from Pikazo app, there is a new art app that is called PRISMA by Prisma Labs and the author is Alexey Moiseenkov
(IMPORTANT be aware that there may be other similar apps that are called also Prisma too, but is not the same and are fake) For now is only for iOS, but they are making an Android version too coming soon https://itunes.apple.com/app/id1122649984 The official and true app is Prisma - Art Photo Editor with Free Picture Effects & Cool Image Filters for Instagram Pics and Selfies By Prisma labs, inc. This must be the title of the app, if this is not what is shown on the title of app store, then you are viewing a fake Prisma app

Prisma relies on a very similar method of synthesizing images however is limited to a set "learned" style. I'm simplifying this point but if you're kinda wanting to nerd out you can read this specific paper: https://arxiv.org/pdf/1603.08155v1.pdf that talks about a super efficient way of applying style to any image. It's not perfect but it's interesting nonetheless.
