I'm on a Mac and I use 2.
I usually keep my portfolio work in Pixa http://www.pixa-app.com/ Reason for it is the color tagging as well as the export abilities. It won't let you do photo editing or anything, but it works great as a asset manager as well. For general photos I just take I just use OSX default Photos app. I just like the fact that it's built into the system rather than it being a 3rd party tool. It's cool both ways but I prefer something that just comes with it. It behaves like the iOS Photos app and lets you do really basic photo editing. In most cases I really just use photos as assets so I like to take my photos out onto my drive and then do the editing there using Photoshop or something else. I'm not sure what you mean by photo file manager. I manage my photos with Lightroom.
