Of course... this is just a grayscale with an Elevation Gradient.
But I wouldn't wait around for it: tweaking and finalizing a filter always takes me XXX times the time it took to create the initial setup. And I have little spare time this month. This is a nice start, but too much details I'm not satisfied with.

The stem and center of the cap looks pretty good.....could use layered multi-directional prof grads to get the 'curled-in' appearance around the edges.....as well as a more 'billowing' cloud effect with perlin in the cap.....but I'm quite sure that you've already entertained these ideas..... smile;) smile:)
