It does have a hair flow to it, but its just not quite working for me. It seems a bit course, and there is no sense of "strands"
But i think it would only take a few minor tweaks to get it going.

I agree its close but not quite there yet. The coarseness set all the way down and you start to get what would be "strands".. I'll work on it some more today.. Any suggestions than feel free to share.

After messing around with it a bit this is what I came up with.. I also found a better way to do the whole thing and will soon. but for now this is with changes to what I already had.

I went back and totally redid this filter with what I learned in just the last couple days..  I think it looks better now and is much simpler and faster.
I will upload the new version tonight.

Another variation. Keep in mind this was created with the intent of using in 3d applications. That is why you dont see waves from left to right like you would with hair naturally.

thanks. I like it much better now than what it started out as.. It also now has the option of using preexisting transmaps..

I wont ask what a transmap is just so I can avoid looking stupid
Besides, I use to work with 3D objects and textures... but I can't recall that far back... it's been about 3 years now  ~Foxxee~

You know what it is, just perhaps not by that name. When you use the alpha channel for get and set alpha, it uses or creates a transparency map.
Here's the one I used for the above image..

Oh yes, I remember now... had to do that when designing ruffles on dress hems and cut-outs in pant legs  ~Foxxee~
