I do a lot of sci-fi artwork, and this filter really just replicates a technique I stumbled upon awhile back for the same effects in my art.
It really works best against a dark background, although, I suppose if one used a dark 'glow color', then a light background might yield an interesting effect... maybe something like smoke or fog. I was stuck on the idea of a black background for some reason: maybe because I use the 'screen' blend mode in a lot of my work. ;p I was actually thinking of that old movie 'Tron' when I decided to try this. haha Anyway...
