is it ok if you dissect filters and get some components from it and combine them in a new filter to create a new one?

Sure it is ! That's usually how you get good at making filters - dissect the good ones, find out the tricks people use, and use them to make new things !
There's actually an entire category of filters that were made explicitly for that purpose.
Oh also, people will appreciate it if you credit them when you use bits of their filters in your own.
