Okay, you're right, that example doesn't really tell the whole story.

Here's a better one.

You've got a filter that has been built with the internal components which are, by nature, square. Take my On The Road Again filter. If you create a non-square image, you get this:

Whereas, adding the Fill Proportionately Scrippet at the end of the filter tree, you get the following output:
