HAHAHA indeed i struggled to find a name.

As for how it works...the first two colors are for gradient tint and noise. They also effect the threshold. There are options for scale, stretch, inversion at various levels, etc. All these work together to make a composite blended image derived from the two tinting colors, the source image Lightness / Brightness and finally color tinting after processing with various blending and noise styles. As for the base image, images with good amounts of contrasting colors & lightness / darkness contrast are the best. All that depends of course on how you want the result to look. This filter really is not so much a distortion of the source image, as it is a noise distortion, with the noise, contrast, saturation & roughness controlled by the image and the colors. This i blended with the noise as a derivative output fed into the other components to yield very stark and disturbing looking effects.
