Smudge Density is weird

Why is there such a huge jump in the appearance when changing smudge density from 1 to 2, but hardly any when going from 11 to 12? IMO these values should be normalized.
Comparison of density values: 
Left side shows difference between 1 and 2, right between 11 and 12. Smudge Density WTF.ffxml |
